Overview

A momentous occasion it certainly was, but a formal declaration isn't perhaps the most visually appealing subject for a silent film. All the same, the townspeople of Accrington would have been out in force, meaning plenty of potential customers for Mitchell and Kenyon and this film's commissioner, Ralph Pringle. One man on the platform appears to conduct the crowd in a song (the national anthem?).
