Experimental film responding to the controversial Industrial Relations Bill of 1971 and commenting on its perceived lack of connection with the reality of work. Director Conrad Atkinson appears as the man in the film. Atkinson’s work usually has a political theme and includes sculptures, paintings and drawings.

The bill, a centrepiece of Edward Heath's Conservative Party's manifesto for the 1970 General Election, passed into law later after its third reading in March 1971. It faced determined opposition from trade unions, with tensions growing throughout Heath's premiership and leading ultimately to the collapse of his government in 1974. It was repealed by the incoming Labour government the same year.
